The Medical Fee Issues Committee
活動概要The Medical Fee Issues Committee is tasked with examining the medical fee reimbursement system and making recommendations to ensure the appropriate evaluation and advancement of psychiatric care in general hospitals. It works on an ongoing basis to ensure that the roles of psychiatric departments are appropriately reflected in the reimbursement system and that evaluations accurately reflect clinical practice.
Its primary activity is the preparation of proposals for biennial revisions to the medical fee schedule, which are submitted to the Ministry of Health, Labour and Welfare through the Social Insurance Union of Societies Related to Internal Medicine. In developing these proposals, the Committee collaborates with the Health Policy Committee and conducts comprehensive reviews based on the General Hospital Basic Survey and other data sources. These reviews cover a wide spectrum of areas, including acute psychiatric care in psychiatric wards, psychiatric care for patients with physical comorbidities, consultation-liaison psychiatry, and collaboration with community-based services. For some of these items, the Committee also works with relevant divisions of other organizations, such as the Japanese Society of Psychiatry and Neurology and the Japan Hospital Association, to submit joint recommendations.
The Committee will continue its efforts to promote the appropriate evaluation of psychiatric services in general hospitals within the medical fee reimbursement system.

Designated Psychiatrits Training Committee
活動概要The Japanese Society of General Hospital Psychiatry, as a training institution registered with the Minister of Health, Labour and Welfare, has been holding training seminars for designated psychiatrists since 2005. The Designated Psychiatrists Training Committee is responsible for the operation of these seminars. Currently, two update seminars and one new training seminar are held annually in Tokyo, and many psychiatrists participate each year. The seminars include lectures on mental health and mental health welfare, the role and duties of designated psychiatrists, and the human rights and laws of people with mental disorders. In addition, case studies involve discussions between participants and instructors on cases that required consideration regarding treatment such as involuntary hospitalization and behavioral restrictions, and cases that presented challenges in the application of the Mental Health and Welfare Low.

The Committee on Psychiatry in General Hospitals Without Psychiatric Inpatient Beds
活動概要The Committee on Psychiatry in General Hospitals Without Psychiatric Inpatient Beds is an organization dedicated to conducting surveys and research on psychiatric clinical practice in general hospitals that do not have psychiatric inpatient beds. The committee investigates and reports on the role of psychiatry within general hospitals, current challenges, and appropriate methods of collaboration between hospital-based care and community healthcare.
 
Main Activities
  • Survey and Analysis of the Current Situation: We investigate the number of full-time psychiatric departments in general hospitals without Psychiatric inpatient beds and the annual trends in their clinical systems, and analyze the current state and future prospects of psychiatric departments in general hospitals.
  • Addressing Critical Situations and Challenges: We are conducting research on the changing landscape and critical situations arising from the decline in the number of psychiatrists working in general hospitals and the diversification of psychiatric departments, as well as on staffing and clinical challenges.
  • Hosting the Forum : We regularly host forums to discuss topics specific to clinical practice in non-inpatient psychiatric departments of general hospitals and share insights.
  • Collaboration and Education: We are working to deepen understanding of the challenges of collaboration within general hospitals and strive to develop specialized medical teams.

Committee of general hospitals with psychiatric wards
活動概要In Japan, the number of psychiatric beds in general hospitals is declining due to low medical fees and the heavy workload compared to psychiatric hospitals. Only 3.9% of all psychiatric beds in Japan are located in general hospitals, a significantly lower figure compared to other countries. This leaves them vulnerable to the treatment of severely ill patients, such as those with mECT, clozapine, or physical illnesses accompanied by psychotic symptoms like encephalitis. Therefore, this committee aims to encourage collaboration and information exchange among general hospitals nationwide to improve the psychiatric treatment system in general hospitals.

Liaison Multidisciplinary Committee
活動概要The Liaison Multidisciplinary Committee is a group comprising various professionals involved in psychiatric care and mental health services at general hospitals. Its purpose is to promote multidisciplinary collaboration in liaison psychiatry by bringing together members to discuss clinical practice, research, education, and professional development. Key initiatives include improving the quality of multidisciplinary team care in general hospital psychiatry and liaison consultation activities, and striving to provide better support. Committee members share and thoroughly review insights from various clinical practices, educational training, and research. The committee engages in a wide range of outreach activities, such as organizing multidisciplinary exchange programs and symposia at general meetings, publishing the “Guidelines for Psychiatric Liaison Team Activities,” and planning “Training Workshops for Multidisciplinary Teams Involved in Psychiatric Liaison” open to non-members. Through regular online meetings and email exchanges, the committee fosters active communication and the exchange of ideas among its members, who represent a diverse range of professions, including doctors, nurses, certified public psychologists, mental health social workers, and occupational therapists.

Cancer Control Committee
活動概要The Cancer Control Committee of the Japanese Society of General Hospital Psychiatry is a committee dedicated to sharing information and promoting the practice of clinical care, research, and education related to psycho-oncology in general hospitals. While the care of cancer patients is also provided within the context of consultation-liaison services, the committee focuses on: (1) more specialized palliative care for psychiatric symptoms—such as palliative care for patients with comorbid mental disorders, understanding suicidal ideation and managing high-risk suicide cases, decision-making support, spiritual pain and depression, and bereavement care; (2) disseminating information that is useful and engaging even for members who do not specialize in the care of cancer patients; and (3) providing topics related to clinical research by leveraging the setting of general hospitals. For the General Assembly, we have planned a total of nine committee symposia over the past three years (2023–2025). We hold committee meetings and social gatherings during the General Assembly to foster interaction among committee members. Many of our members belong to the Japanese Society of Psycho-Oncology; we hold collaborative symposia with that society’s committees and serve as external committee members for the Japanese Society of Psycho-Oncology’s guidelines. In response to the expansion of palliative care under the policy changes resulting from the 2026 revision of medical fees, the committee plans to develop a response based on insights gained from cancer care, in collaboration with other committees and academic societies.

Disaster Response Committee
活動概要The Disaster Response Committee of the Japanese Society of General Hospital Psychiatry aims to clarify the role of general hospital psychiatry during disasters and to strengthen mental health care and psychosocial support systems from the acute phase through the medium to long term. In particular, by leveraging liaison functions based on the integration of physical and mental health care, the committee seeks to establish a system that prevents gaps in mental health care during disasters. Furthermore, the committee places emphasis on supporting aid workers, enhancing organizational resilience, and promoting education and research during peacetime.
The primary focus of its activities is the development and standardization of mental health care systems in general hospitals during disasters. This includes creating practical guidelines such as a liaison mental health care manual, protocols for different triage levels, responses to delirium, acute stress reactions, and exacerbations of existing mental disorders, as well as the standardization of psychiatric pharmacotherapy. Furthermore, we will clarify the role of psychiatry within hospital disaster response headquarters and the Incident Command System (ICS), promote multidisciplinary collaboration, and establish support systems for medical staff.
Second, as part of our education and training initiatives, we will conduct systematic training covering the fundamentals to the practical application of disaster psychiatry. Building on an understanding of PFA, trauma-informed care, and MHPSS, the program will include practical content such as simulation training, case studies, black-tag response, bereavement care, and support for helpers. Furthermore, we will promote the training of instructors, collaborative education with DPAT and DMAT, and training based on international frameworks.
Third, regarding operational support and network building, we will establish a registry of liaison psychiatrists and a wide-area collaboration system, and strengthen cooperation with DPAT, DMAT, government agencies, regional mental health institutions, and related teams. In the event of a large-scale disaster, we will establish a backup system based on mutual support.
Fourth, regarding research and evidence generation, we will promote cohort studies and intervention studies targeting the actual state of mental symptoms during disasters, caregiver burnout, and disaster-related deaths, and reflect the results in academic journals and guidelines.
Fifth, regarding policy proposals and public outreach, we will propose institutional designs for disaster mental health care systems, recommendations for medical reimbursement and staffing, the development of guidelines, and the dissemination of information to the public and healthcare professionals.
Sixth, the roles of general hospitals and disaster base hospitals—particularly core disaster base hospitals—are critical. These institutions are operated by various entities, including municipal hospitals, national hospitals, university hospitals, and Red Cross hospitals, and each functions not only under the Basic Act on Disaster Management but also under individual relevant laws and systems. For medical institutions with such differing institutional backgrounds and operational foundations to collaborate, coordination and the formation of a shared understanding are necessary during peacetime. It is also a necessary role to organize and visualize collaboration between general hospitals and disaster base hospitals belonging to different systems and organizations during peacetime, and to establish a common framework. This will enable smooth cooperation when a disaster strikes and facilitate the provision of better general hospital psychiatric care.
In addition, as part of support for responders, we will establish a consistent care system covering pre-deployment, during operations, and post-deployment, aiming for early intervention for PTSD, depression, and other conditions. Furthermore, we will address special challenges such as care for children and the elderly, pandemics, complex disasters, and responses to “black tag” cases.
As a core organization responsible for improving the quality of psychiatric care in general hospitals with a focus on disasters even in peacetime, this committee will leverage its connections with physical medicine and its acute-care capabilities to contribute to the realization of effective psychiatric care during disasters and the prevention of disaster-related deaths.

Child and Adolescent Committee
活動概要The Child and Adolescent Committee was established at the Society’s Annual Meeting in November 2011 with the aim of promoting the development and dissemination of consultation-liaison psychiatry for children and adolescents in general hospitals.
Since then, the committee has carried out the following activities, centered on the committee symposium at the Society’s annual meetings.
 
1.    Committee Symposium at the Society’s Annual Meetings
The committee holds a symposium related to consultation-liaison psychiatry for children and adolescents every year at the Society’s annual meetings. We have also held similar symposia at other academic societies.
 
2.    Publication of “Japanese Society of General Hospital Psychiatry Treatment Guidelines 7: Handbook for the Mental Health Care of Children” (Seiwa Shoten, 2016)
The committee members contributed to the writing and publication of this handbook. Approximately 10 years have passed since its publication, and we are currently considering a revision.
 
3.    Survey on the Current State of Child and Adolescent Psychiatric Care in General Hospitals
We conducted a society member survey on the current state of child and adolescent psychiatric care in general hospitals in August 2012. We will continue to conduct surveys as appropriate, drawing on the Society’s baseline surveys and questionnaire surveys from other committees.
 
4.    Development of Guidelines for Pediatric Consultation-Liaison
We are currently preparing to develop guidelines for pediatric consultation-liaison.
 
5.    Collaboration with Other Committees of the Society:
5.1. Committee on Training for Designated Psychiatrists
We dispatch and recommend committee members to serve as lecturers for the “Child and Adolescent Mental Disorders” session at new training sessions, and as case providers for the “Case Studies” session at renewal training sessions, for Designated Psychiatrists organized by the Society.
 
5.2. Joint Projects with Other Committees at the Annual Meeting
We have conducted joint projects at the Society’s Annual Meetings with committees such as the Board Certification Committee, the Young Physicians Committee,  the Perinatal Mental Health Committee, and the Committee on Collaboration with Emergency Medicine.
 
5.3. Other Collaboration with Other Committees
We conducted joint activities such as a society member survey in collaboration with the Epilepsy Subcommittee of the Treatment Strategy Committee, and the dispatch and recommendation of speakers for the Inpatient Forum.
 
6.    Other Activities Related to Child and Adolescent Consultation-Liaison Psychiatry
In addition to the above activities, we engage in activities related to child and adolescent consultation-liaison psychiatry as necessary.

ECT Committee
活動概要 Electroconvulsive Therapy (ECT) is one of the important treatment modalities for severe and treatment-resistant psychiatric and neurological disorders. Originally developed in the 1930s, ECT has evolved through the introduction of anesthesia and improvements in stimulation techniques, leading to the establishment of its safety and efficacy.
The ECT Committee is dedicated to the appropriate dissemination of ECT, enhancement of safety, standardization of treatment practices, generation of new scientific evidence, and reduction of stigma associated with ECT. Specifically, the committee promotes a wide range of activities through several working groups, including the organization of ECT training seminars, accreditation of ECT training facilities, symposia and educational programs at academic meetings, and problem-solving collaborative research utilizing ECT-related databases.
To date, approximately 3,000 participants in total have attended the training seminars, and approximately 70 institutions have been accredited as ECT training facilities. In addition, the Society issued the “Declaration for the Eradication of Unmodified ECT” in 2009 and contributed to the introduction of reimbursement recognition for anesthesiologist involvement in ECT practice in 2018.
As of May 2026, the committee is actively engaged in multiple ongoing projects, including revision of treatment algorithms involving high-dose ECT, development of recommendations for managing difficult-to-induce seizures during ECT, surveys of psychiatrists’ and anesthesiologists’ attitudes toward ECT, publication of the revised APA ECT Task Force Report, and anti-stigma research related to ECT.
The committee will continue striving to advance mental health care through the promotion and development of safe, high-quality ECT practice.

Dementia Committee
活動概要The Dementia Committee of the Japanese Society of General Hospital Psychiatry works to improve dementia care and to strengthen multidisciplinary cooperation, with general hospital psychiatry as its background. Each year at the Society’s congress, the committee runs symposia and multi-professional case-discussion workshops. The themes follow clinical and social questions of the time. Recent ones have included the care of patients with medical comorbidities, disease-modifying drugs, Japan’s Basic Act on Dementia, young-onset dementia, palliative care, shared decision-making, and care during disasters or infectious disease outbreaks. Through this work, the committee aims to share knowledge useful to clinicians and to communicate with wider audiences on dementia care.

Alcohol and Addiction Committee, Japanese Society of General Hospital Psychiatry (JSGHP)
活動概要The Alcohol and Addiction Committee of the Japanese Society of General Hospital Psychiatry (JSGHP) aims to improve the quality and accessibility of care for alcohol- and addiction-related disorders in general hospital settings.
Alcohol and other addictive disorders are closely associated with both physical and mental health conditions, significantly affecting the safety and quality of medical care in general hospitals. In response, this committee promotes the development and dissemination of effective, evidence-based approaches to addiction care.
Our main activities include:
  • Developing clinical guidelines and standard practices for alcohol and substance use disorders
  • Establishing collaborative care models with emergency and general medical departments
  • Organizing educational and training programs for healthcare professionals
  • Promoting multidisciplinary collaboration, including nursing, psychology, and social work
    Strengthening partnerships with community services and mutual-help groups
  • Planning academic sessions, symposia, and information dissemination
Through these efforts, the committee aims to serve as a central hub for addiction care within general hospitals and to contribute to the advancement of clinical practice, education, and research in this field.

Healthcare Professionals Peer Support Committee
活動概要This committee was established in 2022 through the merger of ”the Committee on Health Support for Healthcare Professionals” and ”the Committee on Support for Women Healthcare Professionals”. Perinatal Mental Health Committee
活動概要The Perinatal Mental Health Committee aims to provide information on perinatal mental health, serve as a point of consultation for clinicians facing difficult cases, share perinatal liaison activities across different regions, and expand professional networks in this field. The committee also seeks to consolidate clinical experience and knowledge, collaborate with colleagues in publishing educational resources, identify emerging issues in perinatal mental health, and promote collaborative research activities. Committee members actively contribute to regional perinatal liaison services and provide lectures and training programs on perinatal mental health for local governments and related academic societies.
In 2026, the committee published the Perinatal Mental Health Clinical Guidebook as part of the treatment guideline series of the Japanese Society of General Hospital Psychiatry, with the goal of promoting standardized perinatal mental health care in general hospitals throughout Japan.
We aspire to be a committee that society members readily think of whenever they encounter challenges related to perinatal mental health.

Epilepsy Committee, Japanese Society of General Hospital Psychiatry
活動概要The Epilepsy Committee of the Japanese Society of General Hospital Psychiatry was originally established in 2019 as the Epilepsy Subcommittee within the Treatment Strategy Review Committee and became an independent committee in 2025. The committee serves as a bridge between epileptologists and general hospital psychiatrists, aiming to strengthen collaboration and promote psychiatric involvement in epilepsy care.
Since its inception, the committee has continuously organized workshops and symposia at the Society’s annual meetings, contributing to the dissemination and advancement of epilepsy care within general hospital psychiatry. In 2024, the committee published the Epilepsy Clinical Practice Guidebook (Treatment Guidelines No. 10 of the Japanese Society of General Hospital Psychiatry), providing practical guidance for psychiatrists involved in epilepsy care.
In addition, two nationwide surveys targeting Society members have been conducted to clarify the current status of psychiatric involvement in epilepsy care and the challenges associated with the transition from pediatric to adult services. The findings have been published in an international journal, highlighting psychiatrists’ hesitation and structural challenges in epilepsy care and transition management .
Based on these findings, the committee further published an English review in 2025 outlining the evolving roles of psychiatrists in epilepsy care and proposing a framework for future collaboration and integration . The committee aims to function as a hub for interdisciplinary collaboration and to enhance the quality of comprehensive epilepsy care.

Psychiatric–Medical Emergency Liaison Committee
活動概要 In general hospitals with emergency and critical care centers, there is a substantial need for psychiatric liaison services, including the management of patients following suicide attempts and the assessment and treatment of delirium and depression in intensive care units.
This committee aims to promote and strengthen collaboration between emergency medical services in somatic care and psychiatry. As part of its activities, the committee organizes sessions at academic meetings to address topics requiring coordination between emergency medicine and psychiatry, identifies key issues, and facilitates discussion on potential solutions. When appropriate, the committee also disseminates information and raises relevant issues to related academic societies and professional organizations.

Academic Exchange Committee, Japanese Society of General Hospital Psychiatry
活動概要The Academic Exchange Committee promotes domestic and international academic exchange within the Japanese Society of General Hospital Psychiatry, with the aim of contributing to the development of general hospital psychiatry and consultation-liaison psychiatry. In recent years, the committee has particularly strengthened continuous academic exchange with related societies in Korea. Through the planning and organization of Japan–Korea joint symposia at the society’s annual meetings, the committee has fostered mutual understanding and professional networks among researchers and clinicians, including early-career psychiatrists, in both countries. These activities have gradually developed beyond simple invited lectures into more organic opportunities for academic discussion and collaboration based on shared interests. Building on this Japan–Korea exchange, the committee aims to expand meaningful international collaboration with other overseas academic societies and international meetings, thereby promoting the global presence and academic advancement of general hospital psychiatry.

Community Liaison Committee
活動概要Community Liaison Committee: Overview of Activities
 
Purpose and History
The Community Liaison Committee was formally established in September 2023, following the foundational work of a dedicated working group launched in 2019. Our objective is to facilitate the smooth transition of the expertise and multidisciplinary collaboration systems in General Hospital Psychiatry (GHP)—cultivated over many years by this Society—into the local community. Currently, under the mentorship and guidance of experienced physicians, a diverse range of professionals, including Psychiatric Social Workers (PSWs), advance our activities while maintaining profound respect for each other’s specialized expertise.
 
Mission: Bridging the Hospital and the Community
Psychiatric departments in general hospitals serve as hubs for acute care and the treatment of physical-psychiatric complications, while also acting as a vital “gateway” for patients to continue living as themselves within their own communities. Our committee focuses on the vital processes connecting the hospital to the community (and vice versa), aiming to contribute to the construction of a Community-based Integrated Care System for People with Mental Disorders.
 
Key Activity Guidelines

  • Sharing Perspectives on “Supporting Community Life”
    To ensure a seamless connection between hospital-based treatment and community-based life support, we conduct in-depth studies on multi-layered collaboration with relevant organizations in health, medicine, welfare, nursing care, and education.
  • Clarifying and Disseminating the Role in the Community
    We collect best practices from across the country to clarify how GHP departments, as hubs for community support centered on medical needs, can effectively contribute, sharing practical insights that can be applied to clinical practice.
  • Building a National Multidisciplinary Network
    We provide an open platform for dialogue and exchange where members nationwide can share regional collaboration systems and challenges, working together toward “cultivating the community” in a way that respects unique regional characteristics.
Future Outlook
As the importance of community cooperation in psychiatric care continues to grow, general hospital psychiatric departments are increasingly called upon to build organic networks that support life beyond the hospital. By promoting initiatives that bridge hospital-based multidisciplinary teams with various community support agencies, our committee is committed to working toward a future where the regional mental health, medical, and welfare system is further enriched and supportive for all.

Treatment Strategy Review Committee
活動概要This committee has addressed mental illnesses and conditions considered important for liaison activities in general hospitals, including delirium, venous thromboembolism, physical restraint/isolation, and interactions between psychotropic drugs and medications for physical illnesses, and has created numerous treatment guidelines. In addition to updating these essential issues in daily clinical practice, this committee believes it is crucial to address areas that are currently underserved or are expected to receive more attention in the future, and will focus on collaboration with other academic societies related to these areas.

Ethics Committee
活動概要 The Ethics Committee of the Japanese Society of General Hospital Psychiatry examines ethical issues related to academic conferences. The main activities include reviewing COI declarations in research presentations and responding to ethical issues when they arise.
 
Activity Overview and Details:
Based on the request of the Board of Directors, we will examine whether the research presented in the Society has not been unduly affected by funding from a specific company or organization, or whether there are any other ethical issues, and report to the Board of Directors based on the Society’s rules and ethical knowledge. We provide advice from an ethical perspective on cases and research plans that are difficult to make ethical decisions. In addition, the rules and bylaws related to the ethics of the society are revised from time to time at the request of the Board of Directors.
Since this committee does not have the function of an IRB, please consult with the IRB of the institution to which the researcher belongs for ethical review of research.
 
Education and Awareness of Clinical Ethics:
We plan and hold workshops and forums on ethical issues that arise in the field of liaison psychiatry, such as decision-making ability in delirium, to raise awareness among members.
